      【目的】 比较研究“中国科技期刊国际影响力提升计划”(以下简称“影响力提升计划”)对其第一批资助的SCI收录期刊国际影响力水平的提升效果。【方法】 依据Web of Science《期刊引证报告》和中国知网《中国学术期刊国际引证报告》2013年和2016年数据,对2013年11月被“影响力提升计划”资助的非新创办的SCI收录期刊和未受资助的SCI收录期刊进行对照研究。比较其总被引频次(Total Cites,TC)、影响因子(Impact Factor,IF)、国际影响力指数(Clout Index,CI)、平均期刊影响因子百分位(Average Journal Impact Factor Percentile,AJIFP)的变化及分区提升率。【结果】 受资助期刊和未受资助期刊TC、IF、篇均被引频次、即年指标、标准化特征因子、CI、国际他引TC和国际他引IF均显著提升(<i>P</i><0.05),且受资助期刊被资助后AJIFP同样提升显著(<i>P</i><0.05)。除即年指标和标准化特征因子的增幅在2组间差异无统计学意义外,受资助期刊上述指标的增幅及分区提升率均显著高于未受资助期刊(<i>P</i><0.05)。不同资助额度的受资助期刊间影响力指标的提升差异无统计学意义(<i>P</i>>0.05)。受资助期刊在资助前后可被引文献数增加并不显著(<i>P</i>>0.05),降低幅度超过10%的期刊共6种(14.6%)。但未受资助期刊可被引文献量降低幅度超过10%的期刊占35.8%。【结论】 “影响力提升计划”1期资助效果显著。大部分受资助期刊影响力指标提升显著,但个别期刊影响力指标不升反降。受资助期刊的可被引文献量增加并不明显,有些期刊可被引文献量下降明显。不同资助额度对期刊影响力指标的提升影响不明显。

      [Purposes] This paper aims to compare the effect of "Project for Enhancing International Impact of China STM Journals"(hereinafter referred to as the "Impact Enhancing Plan")on the impact level of SCI journals of the first phase which were funded. [Methods] Based on the data of <i>Journal Citation Report </i>(JCR)from WoS and <i>Annual Report for International Citation of Chinese Academic Journals</i> from CNKI in 2013 and 2016, the non-new SCI journals funded by the “Impact Enhancing Plan” in November 2013 and JCR database source journals that were not funded by the "Impact Enhancing Plan" were included in a comparative study. The total cites(TC), impact factor(IF), Clout Index(CI), average JIF percentile(AJIFP)and quartile increase rate were compared. [Findings] Whether supported or not, the journal TC, IF, average citation frequency, immediacy index, normalized eigenfactor, CI, international TC without self-citation, and international IF without self-citation are increased significantly(<i>P</i><0. 05). Otherwise, the AJIFP is also increased significantly in the funded journals(<i>P</i><0. 05). The indexes growth and quartile increase rate in the funded journals are all significantly higher than those in the unfunded journals(<i>P</i><0. 05), except immediacy index and normalized eigenfactor. There was no significant difference among the journals supported by different amount of money(<i>P</i>>0. 05). The number of citable items in the funded journals is not increased significantly(<i>P</i>>0. 05), and 6 journals(14. 6%)are reduced by more than 10%. However, the unfunded journals in which the number of the citable items are reduced more than 10% accounted for 35. 8%. [Conclusions] The first phase of the "Impact Enhancing Plan" has played a significant role in enhancing the impact of china science and technology journals. Impact indicators of most funded journals have increased significantly, while those in a few journals have decreased. The number of citable articles in the funded journals has not increased significantly, even which of some journals has decreased significantly. Different amount of supporting money has no obvious effect on the impact indicators of the funded journals.
